Yes, I do believe that's what happened. Or, it may not be that she is "evil" (since she does clearly care about how he's feeling), but sincerely believes that it's best if the cat gets his rabies shot, that giving vaccines isn't harmful for sick animals, and "the owner is just being silly, I'm the doctor and know what's best, I'll just give him the shot because it's for his own benefit". Doctors in general seem to tend toward a rather patronizing attitude. I find that a bit far fetched. If she was as evil as you claim then why did she even bother to call to check on Seb? I think she had a brain-fart and gave him the shot. Either way it's malpractice.
I had Cat Scratch Fever once. The gland in the front of my neck swelled. The doctor gave me antibiotics and that was that. Had to be Gentle! She was the spiteful one.I think she just feels very strongly about the vaccine. Not because he is at risk of rabies but because of the possible consequences if something happened like what happened with Patches biting me. Fortunately it didn't get infected, which cat bites do quite often so no doctor's visit. Like I said before, if I ended up needing treatment I would've said that Alice did it because her rabies shot is always good.
