Licensing your cat... How does it work where you are?

I do not mean to hijack the thread, but with all this talk I'm curious about enforcement. When I lived in Seattle my apartment was two blocks from the dog park. The police made frequent visits to the park to check for unlicensed dogs. I've never seen the police at the dog park where I am now, Iowa City, IA.

As for cat licensing in Seattle and Iowa City I'm not sure what the laws were/are. I've never bothered to check. I fail to see the point of licensing a cat. Zoe is a rescue so she came with a chip.

In my city we're supposed to microchip our pets and submit the microchip info along with proof of current rabies vaccination to the city. Dogs are required to wear a tag with the microchip number; cats are not required to wear a tag.
