No second stage contrations is what I meant, the big ones
I hope it was her waters, I walked in and her butt base of tail and back of legs where all wet but there was to smell as if she has sat in a puddle . Does this sou d right? Her water broke about 9 hours ago. Usually labor begins within 24 hours of water breaking. If not, you'll need to call your vet.

May have to its been over 24 hoursI think you need to call your vet. It's impossible to know what's going on at this point.
No kittens yet she stopped panting but is still breathing heavy. No pushing or stage 2 contractions yet just a very uncomfortable kittyIf you can see her actively pushing and nothing is happening you need to get her to the vet!
