biting aggressively when playful

my 3-month old kitty is starting to bite really hard when he plays with me. Sometimes he knows not to but now that his teeth are growing more, he bites quite hard and its painful. He hasn't had his rabbies shot yet (June 30 he will).

how do I teach him not to play so aggressively?

we tried the water thing, he loves it so that's out.
other times we have shoved a 'sponge' ball when he is biting us but its not working any more now.
when he is in bed and bites us, we say "no" loudly and put him down on the floor, it works sometimes but what do i do when we are not in bed?

help?

i tried the spongey ball...so should try another bigger toy? like a plush toy? are they safe?
