Window perch?

Here's one of Jamie's perches - it's a padded board which screws on to the sill. He really likes it in winter, because it's right above the radiator. He has another one in the kitchen window. We put bird feeders outside the windows, so he sits or lies there for hours watching the birds.

I have one for Pickles, got it last year, he didn't know what to make of it. He didn't appear to really like it too much, I could put him up on it and he would jump down, but he wouldn't jump on to it. I think he was afraid it would colapse. Plan on trying to use it again this spring. Hope this helps.
