I for one am happy you did something because if that was my neighbor I would have done the same thing. I have a mini doxie and he cant go outside at all in the cold without a coat or sweater on because it takes him that long to decide on where to poo that he needs the extra warmth. And if its super super cold out (we are in Pa so its been pretty chilly lately) and it looks like it will be below freezing I wont even take Franklin out Ill put papers near the door that he will potty on and then Ill just throw them away and mop up the floors. Id rather him going to the bathroom in the house than potentially end up freezing because his pokey butt has to wander around the WHOLE yard before he poos. I just dont want my baby to get too cold and get sick its not fair to him when I have a nice warm bathroom to do my business in!!! So hurray for you for hopefully getting that lady to realize what she was doing to that poor dog!!!
