People use the term "Siamese" to describe a colorpoint shorthair cat, so you could certainly call him Siamese.  He has colorpoint coming from both sides of his ancestry too, because the colorpoint gene is recessive, meaning that if it doesn't come from both the mother and father cat, then it will not show on the kittens.  Both his parents could be black but carrying the colorpoint gene, in which case half the kittens would show it and the other half would not, statistically speaking. If he mated with another colorpoint cat, all the kittens would be colorpoints.

To answer your question, is he PURE SIAMESE. he is pure colorpoint, seal point to be exact.  He carries that gene.  But the only way any registered breed is considered "purebred" these days is if you have his pedigree showing all his parents and their colors.  He's a gorgeous guy and you can certainly call him Siamese, and hopefully he has some of the great genes Siamese are known for, including the one for long life.  My last Siamesse lived to be 19 1/2 years old and was the love of my life.
