This was not the little boys fault AT ALL. A child of 4 or 5 should not even be in a situation in a parking lot without an adult within arms reach, much less in charge of pushing a smaller child around. If anything, the adult is to blame for putting those kids in that situation.

at least the mom freaked out.... My neighbor would get made at the drivers when her kids were in the road
