I'm with Minka, don't wait for the outdoor enclosure. There are too many uncontrollable variables outside and you just can't be there 24/7.
I wouldn't bother sitting by the carrier with food in it any more (if she hasn't done it by now, she probably won't- that's been my experience). If you can get her happy and letting you pet her, scruff her and put her in the carrier. It may set you back a few steps, but it will be worth it once you've got her.
