I don't know if a fecal exam is even necessary. . .it's probably safe to assume that he has some parasites and just de-worm him periodically. I did take my tortoises to the exotics vet when I first got them, and he ran a fecal and gave me some panacur. If I remember correctly I had to give it every day for an extended period of time, maybe 2 weeks? But it was a long time ago so don't take my word for it. Like I said, I'm suure a turtle forum or website will have the info available.
