I was about to PM you following the comment you left in the article but I see you found the forum.
So glad you want to help the ferals. Where are you located? There are many local organizations dealing with TNR and your best bet is to find somewhere local.

Im located in Van Nuys Los Angeles Ca 
I found three rescue organizations in our California cat rescue category that appear to focus on TNR and are located in the LA area:
