Third Eyelid Protrusion/ Cherry Eye?

I noticed one of the stray kitties i care for is haveing issues with her third eyelid not going down. Is there any over the counter medication i can get to help her? I took a picture of her this morning.

I'd be afraid to trust that to an OTC. The third eyelid not opening completely is almost always a sign of illness of some sort, often a URI, and that takes a prescription. Is there any chance that you can get her to a vet? If cost is a factor, one of these articles may help, I certainly hope so!
