One of my male cats has always had a quivering tail when he's excited/happy and expecting to be petted. He has now started spraying when he is very happy and expecting something. He is neutered. This is a new behavior for him. Is there anything I can do to prevent this besides not making him happy?

Yikes! My two young male do the tail quivering but no spray. I hope to god they don't start actually spraying. My only recommendation would be to try a pheremone products (Feliway). Especially if it happens in one particular area.

At what age did your cat start to actually spray?

I know dogs can be submissive urinators which if this was a dog would be what I think it is.  But this is a cat and it seems the condition does exist in cats, the site I found (linked below) doesn't sound like that is what it is.  Your cat is a Happy Urinator! Sorry I couldn't resist.  Honestly I've never heard of this.  You should still rule out a medical cause and a vet visit is a good start, but perhaps others will have some insight.

My 8 month old kitten does the quivering tail bit when I'm in the kitchen about to give him his "fancy feast", that's just what I call it.  Luckily no spray though, it does look like he would if he had the equipment
