The best thing to do is schedule an appointment with the vet. At the least, call the vet and see if you can email the picture for review. Most likely the vet will want to see the cat in person to determine what the swollen area is.
This definitely warrants a vet trip. While it could be a tumor, it could also be a fracture or an abscess, and all three of these require vastly different treatments. And please let us know what your vets says!
