Suggestions to get cat to stop grabbing and biting ankles?

I play with my cat morning and night for about 15 minutes each time with a wand toy until he is panting, but he still tends to grab and nip my ankles as I'm walking, especially up and down the stairs. I say "NO" loudly. Any suggestions to help stop this grabby behavior? I don't want to be considered a large cat toy!
