Malaysia - The Selangor SPCA has set a lofty goal for itself -- make Malaysia stray-free by 2010. In pursuit of this goal, the SPCA is following the pattern set by humane organizations in the United States, and pursuing aggressive spay/neuter and adoption campaigns.
