There are some hybrid breeds of cats, such as Savannahs and Bengals. However, Bengals (even early generations) are regular cat size, and, although early-generation Savannahs are large, they have spotted coats. So probably not.
It certainly looks like a cougar but I don't think they're ever that small (except when babies, and babies would be fuzzy and have a rounder shape). But maybe my perspective is off; pictures can be weird that way.
