Spayed surrogate cat, milk and location?

Hi I have a six year old spayed cat who has accepted 3 orphan kittens. She is laying down letting them suckle. We have been bottle feeding round the clock. How do we tell if she’s lactating or not? And where do we keep them so that she can get to them but they can’t escape? Someone suggested dog crate but we can’t get those where we live in Africa and how would she get in and out and them not escape? They are in a high sided box in our utility room. She can’t get in and they can’t get out. If we use a box with low sides for her, they can climb out. There are wires from the washing machine etc so what do I do when they are bigger and I want to go out? All the advice says let mum keep kittens in cupboards etc. But how do these cats get in and out without the kittens escaping?

How old are the kittens? Can you cut the box down on one side so it is maybe 12 - 18 or so inches high. The surrogate mom should be able to jump that but not the kittens.
