Anything pain related should be seen by a vet, especially in the areas of the spine. Now, it could be as simple as a pinched nerve, or it could e something way more serious.
I'd recommend getting a vet appointment as soon as you can.

Hi. How old is your cat? If older, there could be some arthritis in his spine. I would suggest a vet visit as well, and probably a x-ray of his spine, regardless of his age. In the meantime, give him interim steps to use so he can still get up onto/down from spots that are higher up that he likes. Makeshift steps can be created from footstools, re-enforced cardboard boxes, and/or just about anything else you might be able to find in your home that can substitute for an extra level or two to get to/from places like the work counter.
