I am pretty sure it's illegal to put out poison for cats, so if you know which neighbor poisoned here I would highly recommend placing an anonymous call to Animal Control. Overall, from what I've read on this forum and just in general, kittens will do better if they nurse from a mother cat instead of bottle feeding, and it's good for them to get socialized with other cats as well
And moody cats... I think moody is just a synonym for cat
