"SKY Devices" freebie phone

A friend of mine got a phone from SKY Devices with 1,000 minutes per month of free time on it. He qualifies because of medical and monetary issues.

The question is what happens when he exceeds that 1,000 minutes?

Anyone have experience with that type of thing?

SKY Devices appears to be the manufacturer. This is their website: Home - SKY Devices. I couldn't find anything about specific calling plans, just specific devices (i.e. phones, tablets, and smart watches); I suspect the plan came through a government program.

Well I thought that would be an easy thing to answer, lol. But it looks like in some places there's stiff competition to provide these phones (I suppose the government always pays their phone bill) and those plans are better than the ones they'd have, say, around here with no competition. So, same as for private-pay customers: it depends on your plan and your provider.
