What about a laundry room or an attached garage? Not the ideal location, but it might work.

We tried everything. The covered lids, they are sneaky and can get their little paws under the lids. Spraying stuff around them, squirting the cats *who just gave us disgusted looks* and on and on.
We hide our bathroom trash in the closet *thankfully the houdini cats havent figured out the mystery of the doorknob yet*
The kitchen trash goes on the landing to the basement behind a closed door. I know....we gave in the cat again!

Laundry room is right off the kitchen and there is no door there. Also, our garage would only feed all the possums, racoons and other wild life.
So far, I've not had to get her out of it since I've been bagging everything that may smell good.
