Narcotics Anonymous might be a good place to start- we had a family member who almost lost their whole family because of an addiction to pain pills after a car accident... They could probably tell you what to and not to do

She is an adult and there isn't really anything to you can do to help her. Sounds like she has a drug problem and like with an alcoholic, she has to admit to having a problem and ask for and desire help. She's not at that stage yet. She may never be.

You say she was "caught" stealing pain medications from your brother? If he has the courage to call the police and have her arrested and charged. The courts could force her into a drug treatment program. However, that doesn't mean she won't return to abusing pain medications upon release.
