I've had a couple fosters like this...
They are harder to adopt out, but as long as you are willing to give her a good home until then she'll find her fur-ever home.
I'm always upfront and honest with people when they adopt rehabilitated feral kitties, I tell them that she was feral and she might revert at your home, but give her love and time and she'll turn around. I've kept a couple of foster kittens for 6+ months till the right home came along.
But yes, it's very common for ferals to take only on person or two.
