Scams on lost animals

I read in the Knoxville News Sentinel 03 05 05, that a scam artist was reading ads for lost pets on the 'net, and using a GPS, was locating the names of streets in the vicinity of the person who lost the animal, and the scam artist would contact the people and tell them that he found the animal "over on Brown Ave", or some such spiel to make it sound like he was legit, and he said that the animal was found in his car when he was out of town, but would ship the animal back to the owners if they would pay for a pet carrier and freight, insurance, etc.

I hope they hang this guy by his thumbs (or whatever), as this is SO cruel to prey on someone who is heartbroken already.
