I think you were wise to do it. The guy who shot the students in Bailey, CO last year had been sitting in the parking lot for at least an hour. People who saw him in school thought it was odd, but did nothing about it.

I think it is better safe than sorry. Call the cops if you see something suspicious going on, and don't worry if it turns out to be nothing. That's why cops work 24 - 7. Child abuse is one of the number one crimes that goes unreported by witnesses who think that it is none of their business.
