question about when a female goes into heat

So I am a foster mom to two sisters that are 5 months old.  I also own my own kitten.  He is 8 and half months old and was neutered a month and half ago. The smaller of the two sisters, Willow, went into heat for the first time yesterday.  Her sister, Maddy, has yet to go into heat for the first time.  I am wondering if she may go into heat because her sister is in heat and they are so close?

Each cat is different so it's really hard to say if they'll match up their heat cycles. My first kitten went into heat when she was 6 months to the day, and cycled every 3 weeks until I got her spayed. Her sister didn't go into heat until she was 8 or 9 months old. :dk:
