Possible dental issues??

So this morning I'm petting Bugsy on my lap and decide to inspect his teeth and I come across this........

....looks like he may have plaque developing between the top of his teeth and gums. Can I take care of this myself or should I bring him to the vet? If I can take care of it myself, can anyone help me out? Thanks in advance!

I am glad that you posted the photographs. Please don’t waste a second. Take Bugsy to the vet, preferably to a vet who specialized in dentistry.
