The policy in the past has been to do what you said initially, to send them for therapy and put them in a parish where they are not to work directly with children. However, according to the mental health community, no pedophile has been cured. It is an ongoing temptation which can be controlled somewhat by medication to suppress the sex drive. I cannot quote the programs I have watched, but they have been on educational tv, such as TLC and Discovery Channel.
