I had asked this question once before, but it was in the middle of the trial with the 93 cats and I think it got lost.
I live in Woodbridge Township, NJ. There is an ordinance against letting your cats become a nuisance. The question I have is about my feral colony. When do they become "owned" by me? I feed them and I was TNR'ing. They actually live in the yards surrounding me. They are also fed by the woman behind me.
I consider myself the custodian of the colony, not the owner. Am I the owner?
