Not peeing in litter box

We have noticed Frederik isn't peeing in his litter the past two days. 

Its only been 3 or 4 wee's, we keep cleaning his tray out and topping it up and have also taken the lid off it. Im getting worried, oh i might add its sometimes on my boyfriends work bag or next to it. He has been neutered so i don't think its territorial.

Please help.

Since this is a new issue, I'd start with a vet visit to rule out a UTI.

The thing is i checked his litter and he has also gone in there 4 times. But we are going to see one we are pretty worried about it.
