That rule relates to unsolicited PMs. Every so often somebody comes along, registers and then starts spamming members by PM, rather than posting their spam in a thread -- either way, it's not allowed.

This Myspace/Facebook/etc stuff is different in that members express their interest in making that contact. The purpose of exchanging the information by PM is to keep the links private, not to prevent members from connecting that way.
