We had his glands expressed and have dewormed him a second time just in case that was the problem (though no sign of inflamation there in vet's office)... So perhaps this is a pure behavioiral problem- or perhaps something else is making his butt itchy? His stool is decently formed- not rock hard or constipated but definitely not runny. Any ideas? Thanks!

It could be just because it feels good.  Just like people, if something feels good, the animal will do it.  So if he has been cleared medically, it could just be if feels good to him or he could be marking it with his scent, as well... Or a combination of both.

Thanks- that's what we are afraid of. The shelter says they dont recall him doing this. Is there any way to train a cat that likes doing it out of the habit? Eg some way to coax them to like doing the "budda" and licking themselves immediately after doing their business? He is scooting on our rugs. The resulting smell irritates our resident cat as well until we clean it off well.

Well, just because you can't smell it, doesn't mean they can't.  I recommend Nature's Miracle.  It might help if he is marking.  He'll continue to mark if he can smell it. So take the smell away and maybe get the calming collar and feliway diffusers for good measure.  But, if he's doing it for pleasure, not much you can do... Just always have Nature's Miracle on hand I guess.
