My cat is in labor. She has a clear sclac hanging out.

I think it may be her water, but I'm not sure. She is not distressed. Purring away. It is our first litter. I came home about an 30 minutes ago, she was very vocal and seemed stressed. By the time I got her into her nest there was a clear sac hanging out. She is not licking it. Just laying down purring. Is this normal?
