It's not a lump like a growth or anything, it's more like the tail has a kink at the base. What causes this, and should I be concerned?

If it is not causing her any issues, including pain, it might be something to ask your vet about and see if you can get an x-ray done just to see if something shows up. A lot of vets will allow walk ins if a vet tech can take the x-ray. Maybe something happened to her before you adopted her that has healed but caused a permanent 'kink' in her tail. Just guessing.
