Does the fact that Claire enjoys stalking and tormenting Gracie make her bully?

Seems like it.

Claire likes to hide around the corner from what whatever room Gracie is in, waiting for her to emerge, then pounce on and/or chase her. She's also been known to lay across the doorway to the room to block Gracie's only way out, then go after Gracie if she tries to make a quick exit. The result is usually some snorting, hissing and growling on Gracie's part. Almost seems like Claire's doing it to get a rise out of Gracie. It works.

Maxi is the chief bully in our house!

When Carter was still alive, she'd jump on his neck, trying to ride him somehow and then kept slapping his face - poor boy!
In the last weeks of his life, he started hitting back, but that didn't make Maxi a good girl, no way!
Now that he's gone, her new main target is Laura who considers herself the boss in here and since Maxi believes *she* is the new boss, there is quite a bit of fighting every day.
Mostly Maxi attacks when her "competitor" is having lunch or trying to sleep - she jumps on Laura's back and at that point all hell will break loose

The worst thing is when she's teased Laura so much that eventually the poor girl will slash out and hubby believes it's Laura who's being mean*sigh*
I've tried giving them a homeopathic remedy, but it only works for a day or two...
