I have no idea what this could be, but it has to be worrying when you see more areas of scabbing and him chewing them off to leave new, red skin. Did the vet look for any type of mites or fungal infections that might be causing problems as well as past flea treatments and discussions, stress, and alergies? It sounds most like some kind of alergy or fungal infection but it will take a vet to test and get to the bottom of things if it is some sort of infection or mite.
Do you use any different products around the home that you didn't use before moving, or any change in type of litter or food that might give any clues? Or maybe some outside chance it could be something the former residents used that Mister has been rubbing against that might get on to his fur / skin and then ingest when grooming?
