If they're not spayed/neutered, get it all done at the same time, otherwise just do it ASAP.

My girls all have HomeAgain chips, and I've never been charged an annual fee. I would be very surprised if they demanded an annual fee and refused to give out information on a found pet.

I just checked at the shelter yesterday about the Home Again chips.

Once you pay the initial registration fee the cat is in the database - for good. There is no extra charge.

You can pay an annual fee to get extra coverage - I think they put out bulletins if your cat goes missing or something like that. I don't know what else.

Tessie is chipped but I was always wondering if they will come out with a GPS chip? That way if your kitty does get lost, they can be easily found.

My vet uses Avid and charges $25. Plus Avid charges $18 for the lifetime registration.
