Male Kitten biting sibling

I have two semi-feral kittens, about 4 months old, brother and sister - both are not yet fixed. Keeping in mind they are semi-feral and we are still socializing them, they are kept in a large bathroom during the day and crated in our bedroom @ night.
My male kitten has started something I'm not sure if it's playing or preparing to mate, and I'm worried! He's climbing on his sister's back and chewing/biting on her neck.
Is this just kitten play or do I need to seperate them until I can get together the $$ to have one at a time spayed/neutered?

I would keep them apart, girls can come into season from 3-4 months, and I've seen boys practicing from around 14 weeks old.

thanks, that's what I was afraid of, vet kept trying to assure me nothing could happen under 6 mo. Wasnt buying into it.

We had a four month old feral get pregnant. It's very irresponsible of a vet to say something like that - just look at humans. They enter puberty at all different ages. No different for cats.
