Litterbox problem

I like to use a litterbox liner; I think Fresh n Clean is the name of it, though I have used puppy training pads.

The problem is that my cat is quite a vigorous scratcher when he goes. He'll scratch seemingly half his litter under the liner. I've tried taping the liner to the box, but he still manages to get no small amount of litter underneath.

Does anyone have any ideas as to how to prevent this?

Instead of using "professional" kitty liners, I put the whole litter box into a heavy gauge "garbage" line bag and then fit the bag appropriately. My kitten has never been able to scratch his way through these and he could not care less that they are supposed to be garbage liners.
