Have you checked with the Public Service Commission. I believe there are some avaiation jobs potentially with the feds - if not currently, they do pop up occasionally.

There are some aviation ones posted right now under the Computer Related, Technical and Scientific heading. Don't know if any of them would be applicable to you but it doesn't hurt to look.
