Passports are all part of trying to make the EU rabies free, or at least well under control. It is even more important for cats and dogs coming from outside the EU to have their passports, as they have to have a blood test to prove the rabies shot has taken, and then it is certified in their passport that three months have elapsed since the test. All my five now have their passports, though new regulations here allow animals from Bosnia to travel on a Bosnian passport - the same but with a Bosnian flag on it instead of an EU circle of stars!
