So my cat just had a kitten that died and she back to normal but the male cat that my brother gave me is crying all the time and is howling. This just started the day she had the kitten but i would think if one would be crying it would be the mom cat not the male

Is he fixed?  How old is he?  Is he eating, drinking and using the litter box normally?
No he is not neutered he will be soon he is eating and drinking and go to the litter box but when he try to get to her and we wont let him he will pee on the floor.

Where my cats are
It could be that they are separated and he misses her; but it's more likely that it is because they are both intact. His instincts are telling him to go to her.

The cats need to be kept entirely separate until mom is spayed. The male cat will still be fertile for up to a month after neutering. Mom can get pregnant again within a week of delivery, and without going into heat. He is howling because he senses her hormones. The pee on the floor is spraying to mark his territory.

Do you need help finding a low-cost clinic? This is very stressful and uncomfortable for them.

it's not spraying I've watched him spray this is flat-out peeing on the floor it's like he is peeing out of spite and we've been keeping them separated except under very close supervision

If he is straight up peeing on the floor, something is wrong. Cats don't do that unless they are extremely stressed. He needs to see a vet first to rule out medical issues.

How many litter boxes do you have? When can you get him neutered and mom spayed?

He should see the vet before then. If he has a urinary tract issue he is in a lot of pain.
