Ranger, likely the reason your cat is not as aggressive with dogs is that she(he) is becoming acclimated to them. When I brought Tico home, a foundling, my 2 inside cats weren't happy at all, but by gradually allowing Tico to visit for extended periods has caused them to, if not accept her, to at least feign indifference, at least until she knocks them on their butt, and that gets a semi-friendly free-for-all started.
