Thanks everyone for the suggestions on the little dog. I told my parents and we're going to look into the leash laws and such but we have technically never met the owners either. If we can keep it from happening again, we will!

He's back at the shelter hoping to get a new home now that he's all better.

That is so sad Nikki, I can see why you would all be so upset...there is just no excuse for this, Poor Norris, I hope he recovers soon and finds a good family to love him
