She needs medical attention and a vet is the only one who can provide this. Could you trap her and take her to a rescue?

Some vets may allow you to surrender the animal there but i'm not sure.

Her eyes look really bad . She will likely lose her vision without help and a blind cat is a dead cat outdoors.

If you live in a large enough urban area, there may be cat rescues who could help or advise. Google "cat rescues in _____" and call to see if anyone might be available. It will require that you be persistent and probably make quite a few calls.

If you don't belong to nextdoor.com it would be a good idea to join. You can contact others in your immediate area and if there are any rescuers available to someone who has contacts in the cat community they may be able to help you.
