He's got a problem with seasonal allergies

My cat has allergy since 2021 March.

First, In 2021 March he was pawing and scratching his mouth and ears so we went to the vet she did a fungal culture test,
the test result was negative. She advised him to eat hill's z/d for six months. He just ate hill's z/d for a month but it didn't work. We went to the vet again and she said: "I don't want to use steroids because their side effects aren't good for him so you should give him probiotics for 2 weeks if they didn't work we have to use steroids."
Then, I gave him probiotics with hill's z/d for 2 weeks but it didn't work too. I read lots of articles about feline allergy and I decided to gave him antihistamines. I tried Claritin (5mg per day) and Zyrtec (5mg per day) for a month but they didn't work too.
After that, In November he stopped itching but he's started again today.

I think he has a seasonal allergy. I don't want to go vet for steroids.

What can I do for him? Should I give steroids?

May be worth talking to a specialist about allergy testing followed up by allergy shots.
