Help with size

I just finished a siggy, but I'm really bad with resizing without breaking any forum rules!

Anybody want to give me a hand with it?

Thanks! I kind of don't really know how my program works (Gimps), but I always end up making something I like almost by accident! Still need help with sizing though...
