He does not look like a Russian Blue to me. Russian Blues are known for their distinctive green eyes. Here is the breed profile from the Cat Fanciers Association

The RB is a short haired breed. From the picture you posted, I'd say that you have a lovely blue domestic medium haired

Agree with the above. You can of course call him for a maltese cat - its a "catch all" for all blue cats.
