Help, my cat has these weird scabs on his eyebrow

i couldnt go to sleep after i delt this on his eyebrow while i was petting him, hes a black cat, male,6 yeard old.

Hos skin looks incredably dry is the first thing I notice, hence the bad dandrif. Could possably be dry skin but could be contact dermititis as well, get him into the vet and see what they say.
